A molecular function phenotype in which DNA binding at an RNA polymerase II proximal promoter by a gene product does not occur, when a gene or the bound DNA sequence is mutated. The affected gene product may be encoded by the mutated gene, or by a different gene. An RNA polymerase II proximal promoter is a sequence of DNA that is in cis with and relatively close to a core promoter for RNA polymerase II.
