A cellular process phenotype observed in the vegetative growth phase of the life cycle in which negative regulation of transcription from RNA polymerase II promoter occurs to a lower extent than normal during a cellular response to cAMP. Specific genes are more highly transcribed in the presence of cAMP in the mutant than in wild type.
